On October 11, the country’s daily power generation was 20.7 billion kWh, and the cumulative power generation that month was 228.5 billion kWh, a year-on-year increase of 10.8%.
Up to now, the cumulative annual power generation has reached 6274.9 billion kilowatt-hours, an increase of 13.1% year-on-year. It should be said that this increase is still relatively large. The country’s overall inventory of thermal coal is 81.99 million tons, and the current available days is 15 days. On October 11, the country's total orderly electricity consumption was 48.42 million kilowatts, and orderly electricity consumption has dropped from the peak in September. In order to ensure the current stable supply of electricity, the National Energy Administration has adopted three measures.
The first is to carry out research and judgment on the power supply guarantee situation and consultations on issues. Recently, the National Energy Administration has held several special meetings to discuss and judge the power supply situation, strengthen power operation monitoring, and go to China Meteorological Administration, State Grid Corporation, National Energy Group and other relevant units and enterprises to conduct research, consultation, and scientific research and judgment. Prepare a plan for the weather conditions and the supply of electricity and coal in this winter and next spring. In conjunction with relevant parties, we will go all out to increase coal production and supply, and give priority to ensuring coal for power generation and heating.
The second is to continue to promote the construction and commissioning of various power supply projects. Promote the production of qualified supporting power sources to alleviate the shortage of power supply. In conjunction with the "14th Five-Year" renewable energy development plan, we will work with relevant parties to accelerate the promotion of large-scale wind power,photovoltaic base construction, Promote qualified emergency reserve power supply and thermal power to be put into production as soon as possible.From January to September, wind power production exceeded 14 million kilowatts.Photovoltaic more than 22 million kilowatts in production，It can appropriately alleviate the shortage of power supply.
The third is to ease the operating pressure of coal-fired power companies. Cooperate with the National Development and Reform Commission to do a good job in the market-oriented reform of coal-fired power generation on-grid tariffs, promote safe and stable power supply from the price mechanism and other aspects, and ease the pressure on coal-fired power companies.
In the next step, the National Energy Administration will take four measures to ensure the supply of electricity and heat this winter and next spring.
The first is to strengthen the monitoring and early warning of the power and heat supply situation. Cooperate with relevant departments to carry out the forecast of the national peak winter climate trend, study and judge the possible impact on energy supply, focus on the protection of people's livelihood, electricity and heat, and keep the bottom line of people's livelihood. Supervise the power industry to make emergency preparations for extreme weather, natural disasters, and emergencies.
The second is to make every effort to ensure the power and heat supply during the peak winter. Supervise the qualified supporting power sources under construction in various places to put into production in time, and promote the start of construction of large-scale wind power and photovoltaic bases with mature conditions. Guide relevant enterprises to strengthen equipment maintenance and overhaul management to ensure stable output of units. Supervise key cities to formulate emergency plans for power supply. The Northeast and other regions must adhere to the principle of "using heat to determine electricity and heat first" and do a good job of ensuring power and heat this winter and next spring.
The third is to strengthen clean heating work in northern areas. We issued the "Notice on Doing a Good Job in Clean Heating in Northern Areas in 2021", taking multiple measures to ensure clean heating energy, and scientifically formulating emergency plans for extreme weather.
The fourth is to continue to strengthen energy supervision. Urge all localities to implement major national energy policies and various regulatory and supply guarantee measures in place to ensure stable energy supply this winter and next spring, and ensure the safety of residents' energy use.
